OPITO LOLER Competent Person Assessment and Reassessment
The aim of the OPITO LCP Assessment and LCP Re-assessment is to establish that learners have the required underpinning knowledge, understanding and practical skills to undertake the role as a LOLER Competent Person/ LOLER Focal Point at the workplace. To successfully complete these assessments learners must be able to read and write in English.

Assessment Content
The LCP Assessment and LCP Re-Assessment comprise of two units:

Unit OIS-203 Regulations, procedures, assessment and competence, which are met by written assessment.

Unit OIS-204 Selection and control of the lifting equipment and planning the lifting operation, which are met by written and practical assessment.
The written assessments comprise of a selection of open and closed book papers made up of scenario-based questions and multiple-choice questions. The pass mark for each paper is 80%.
The practical assessments are based on each learner developing a lift plan and risk assessment for a real lifting scenario with sufficient complexity and potential hazards to fully test their planning and risk assessment capabilities.
A successful candidate must meet all the Practical Assessment criteria.
Target Audience
Personnel who have been recommended to take on the LCP role by their sponsoring company and are required to be assessed (or re-assessed) against the OPITO LCP competence assessment criteria.
NOTE to EMPLOYERS: There may be occasions when it is deemed appropriate for learners to undertake a revision course prior to assessment to refresh their knowledge of the regulations.
Prerequisites
It is the responsibility of the employer to ensure that learners are ready to be assessed. Learners for competence assessment require:
a) Suitable and relevant experience in both crane operations and hoisting and lifting operations involving the use of portable lifting equipment
b) A formal letter from the current employer on company letterhead recommending the candidate for LCP assessment confirming his/her relevant lifting operations knowledge and experience (refer to (c) below) and supervisory capability. This letter shall be sent directly from the employer to the Assessment Centre prior to the assessment taking place.

(1) LOLER, PUWER and HASAWA regulations
(2) Safe Systems of Work
(3) Assessment of personnel
(4) Management of personnel
(5) The inspection of lifting equipment and the concept of discard criteria
(6) Safe use of lifting equipment
(7) The management of rigging lofts
(8) The planning of lifting operations
(9) Risk assessment
